There are a few important changes to Self-Management coming under the new Support at Home Program when it goes live on November 1, 2025, especially around third-party workers.
Here’s What’s changing:
✨ NOW (Home Care Package)
🔹Participants can often suggest or hire their own worker
🔹Providers have some oversight, but flexibility is higher
🔹Worker registration usually not required
🔹Shared responsibility for quality and safety
✨ FROM NOV 1 (Support at Home Program)
🔹Participants can no longer directly hire their own third-party workers (e.g. a cleaner or support worker you found yourself) unless the provider approves them.
🔹Provider is fully responsible for all workers, including third parties
🔹All workers must now be registered and meet compliance requirements and must decline any worker who doesn’t meet safety or compliance standards
🔹 Participants’ provider takes full responsibility for worker compliance, safety, and legal accountability.
These changes are designed to ensure stronger protections, better quality care, and clear legal responsibility under the Aged Care Act 2024.
✨Why It’s still considered Self-Management:
🔹The participant will retain choice and control over how their services are delivered, within the framework set by their provider.
🔹 The participant can still help choose the types of services they receive and participate in decisions about their supports and budget.
🔹More responsibility shifts to the provider, but the participants’ involvement in directing their care continues.
🔹Participants can continue using third-party workers they know or prefer, such as a cleaner or support worker but they now need to be approved by their provider first to meet safety and compliance standards.
