Major reforms coming to Aged Care July 2025

The Support at Home program is due to replace the current home care system in July next year, which is a major part of the government’s plan to create a sustainable, fair, and high-quality aged care system that the federal government says will benefit hundreds of thousands more Australians over the next decade.
The support at home packages will be subject to greater means testing, which will vary depending on individual circumstances. Full pensioners will pay 5 per cent of the cost of their supports, and 17.5 per cent of their everyday living costs. Self-funded retirees will pay 80 per cent of their everyday living costs, and half of costs that go to supporting their independence.
However, the reforms include a “no worse off” principle, ensuring that no one currently in aged care will pay more under the new system than they do now. This protects existing clients from unexpected increases in costs as the new program is rolled out.
The new system is also expected to generate $12.6 billion in savings over 11 years, which will help ensure the long-term financial sustainability of the aged care sector.
