Better at home initiative – Hospital services at home | Aged Care Australia | GIHC

The Better at Home initiative was first announced by the Victorian government in 2020 to put more funding behind delivering more hospital services within patients’ homes with a commitment $120.9 million in funding over 3 years.

Building on this commitment, the 2022–23 Victorian Budget allocated an additional $698 million to expand the program. This expansion is intended to benefit over 15,000 Victorians annually, granting them access to home-based care along with telehealth check-ups.

Numerous local and global evaluations of home-based hospital services have demonstrated the advantages of this approach. Patients under this care have experienced improved outcomes, leading to significantly higher levels of patient and carer satisfaction.

During the initial announcement of the initiative, the Minister for Health, Martin Foley, acknowledged the challenges posed by the coronavirus pandemic to Victorians. However, he also recognized how this difficult time inspired the development of innovative and more effective methods of caring for people. The government’s commitment is to ensure that such beneficial programs continue to be available to Victorians.

The Better at Home initiative focuses on delivering healthcare within patients’ homes when appropriate and preferred by the patient. This includes home-based and virtual care, empowering patients to choose to recover in a familiar environment, should they prefer it over a hospital setting. Ultimately, the initiative strives to enhance the quality of care and cater to the individual needs and preferences of patients.

Food, Nutrition and Dining Hotline | Aged Care Australia | GIHC

The Aged Care Quality and Safety Commission has released a food, nutrition and dining hotline, so anyone concerned about the quality of the food at residential aged care homes can make a report via the email address at info@agedcarequality.gov.au or the phone number at 1800 951 822.

The commission aims increase its commitment to improve food and nutrition within the residential aged care system and has committed $12.9 million to go towards increasing the capability and accountability of providers.

What measures can be taken to financially support the increasing need for aged care? | Aged Care Australia | GIHC

Australia is facing a changing demographic with an aging population which is resulting in more people in the aged care system and less in the workforce. The Royal commission into aged care quality and safety final report volume 1 identified that there were 4.2 working aged people for every Australian aged 65 and over, which is expected to decrease to 3.1 by 2058. The working population is already paying high taxes which contributes to funding upwards of $27 billion per year spent on aged care.

Aged Care Minister Anika Wells confirmed in a radio broadcast with ABC in July this month that the Aged Care task force is leaning towards a system where seniors that can afford to pay more for their care will be expected to do so, and she hinted that they’re considering a possible tax increase to get to assist with the aged care’s funding issues.

Aged Care Quality and Safety Commission Sector performance report data:

  • the number of people in residential aged care as of March 2023 is 192,039
  • the number of HCP holders is 257,124
  • the number of CHSP holders is 818,228
  • the total number of site visits between residential care and home services is 1,088 with residential aged care visits is 966, and home services site visits is 112
  • the number of reportable incidents in residential aged care is 12,793
  • the number of complaints in home services is 1,102

The introduction of the quality indicators program to in-home care will bring to light more data in the home care, which will help highlight the problems and where improvement needs to be made.

Quality Indicator Program Updates and Planned Expansion into In-home Care | Aged Care Australia | GIHC

The Department of Health and Aged Care launched the Quality Indicator (QI) Program on 1 July 2019. At that time, all residential aged care providers were to report on 3 mandatory quality indicators. These related to:

  • pressure injuries
  • physical restraint
  • unplanned weight loss

 

The program was updated and expanded on 1 July 2021 to include:

  • medication management
  • falls and major injury

 

On 1 April 2023 there had been a further expansion of the QI Program to add an additional 6 quality indicators.

  • activities of daily living
  • incontinence care
  • hospitalisation
  • workforce
  • consumer experience
  • quality of life

 

As of 3 July 2023, residential aged care providers must report quality indicator data via a new Quality Indicators App in the Government Provider Management System (GPMS) every three months.

The Department of Health and Aged Care are currently developing the quality indicators for in-home aged care which will consist of:

  • up to 5 quality indicators for in-home aged care
  • consumer experience and quality of life measures for in-home aged care.

Residential Care, Home Care, and Transition Care Providers – New Reporting Requirements | Aged Care Australia | GIHC

The Department of Health and Aged Care conducted a webinar on June 30 – Greater transparency about aged care providers and services – new reporting requirements. Beginning October 31 this year, residential care, home care, and transition care providers must report additional details about their operations to the Department of Health and Aged Care on an annual basis. These details, along with information regarding income and expenses for residential aged care providers, will be made available on the My Aged Care website from early 2024.

 

The purpose of this initiative is to make it easier for older individuals, their families, and caregivers to find comprehensive information about provider operations in one place.

 

The information that will be included consists of a statement from the governing body confirming compliance with Aged Care legislation, any instances of non-compliance and the actions being taken to rectify them, diversity information concerning the inclusion of representatives from various communities, efforts made to create a diverse and inclusive environment for care recipients and staff, details about common feedback and complaints received by each service, key improvements in service quality, and information regarding the membership of the governing body.

 

Additionally, providers will be required to share information about any individual in an executive position within their organization, such as a CEO. This information will be published on the My Aged Care website.

 

To complete the necessary information, providers can access the form through the Government Provider Management System or GPMS. They will need to download and print the Statement for signature, and then upload a scanned version of the signed statement into the relevant section of the Collection Form.

Rise in RSV cases | Aged Care Australia | GIHC

Respiratory syncytial virus (RSV) is a common virus that affects the respiratory system and typically causes minor, cold-like symptoms.

 

There has been a rise in RSV cases across Australia this year, with cases more than doubling from 7,323 to 14,933 cases from the period of Jan 1 to July 1 2022-23 in Victoria.

 

Experts say that the increase in case numbers is most likely the result of a rise in RSV testing this year as well as an increase in complacency since COVID-19 case numbers have gone down, such as the lack of disinfecting hands, and staying at home when unwell. It is therefore recommended to be careful by taking these precautions.

 

There is currently no vaccination available in Victoria at this stage, however a vaccine has been approved in the United States which could soon rollout in Australia within 6-12 months.
